Through the United States' SBA’s 8(a) Business Development Program, Perin offers federal government agencies significant contracting benefits that save time and money by accelerating the acquisition process.
As an 8(a) small business, Perin is exempt from open competition up to $4.5 million in the form of sole source contracts. The exemption creates opportunities to negotiate sole source contracts that maximize your agency benefits, meet your financial expectations, accomplish your missions, and establish invaluable partnerships. Sole source contracting expedites delivery of the required services and eliminates the need for government contracting officers to execute a costly and time-consuming full acquisition process. Because a sole source contract cannot be protested, Perin's experienced technical and management staff can begin performing the contracted services immediately.
The U.S. government provides a monetary incentive through its Indian Incentive Program (25 U.S.C. §1544) to eligible prime contractors for hiring Native American-owned companies like Perin Discovery as subcontractors. The program offers up to 5% of the amount paid to Perin Discovery returned to the prime contractor after work is completed: 1) Requires authorization in the contract; and, 2) Requires that the funds be expended.
The Buy Indian Act is a law that authorizes the Department of Interior, including the Bureau of Indian Affairs (BIA), the Bureau of Indian Education (BIE), and the offices of the Assistant Secretary-India Affairs (AS-IA), to purchase supplies, services, and certain kinds of construction from qualified Native American vendors (Indian Economic Enterprises (IEE)) and gives preference to Indians whenever authorized and practical. The Buy Indian Act applies to all purchases made by BIA, BIE, and AS-IA and there is no dollar minimum or micro-purchase threshold. The BIA considers all contract dollars to be set asides for Buy Indian Act vendors and only those contracts are tracked.
